Shop Vac HEPA filters
The best way to control dust and to keep what goes into the vacuum - in the vacuum, is to use a HEPA filter. Typically you will "pre-filter" by using a collection bag. Collection bags are rated and will catch all the bigger debris, while the ultra fine dust travels through to be caught downstream by the HEPA filter.
Why not just use the HEPA filter only?
If you were to use the HEPA filter without a collection bag, you will run into problems with the HEPA filter getting clogged up. The purpose of the collection bag is to catch the majority of the debris - while still allowing air to pass through it. Only the finest of dust passes through the collection bag to get caught by the HEPA filter downstream. This keeps the HEPA filter from getting clogged and the vacuum losing suction.
